Senator Halford moved and asked unanimous consent that HOUSE                   
BILL NO. 529 An Act giving notice of and approving the entry                   
into, and the issuance of certificates of participation in, a lease-           
purchase agreement for a centralized public health laboratory be               
taken up.  Without objection, the bill was read the second time.               
                                                                               
Senator Green moved and asked unanimous consent for the adoption               
of the Health, Education and Social Services Senate Committee                  
Substitute offered on page 3746.  Senator Duncan objected.                     
                                                                               
The question being: Shall the Health, Education and Social Services            
Committee Substitute be adopted?  The roll was taken with the
