Without objection, the bill was read the second time. Senator Green moved and asked unanimous consent for the adoption of the Health, Education and Social Services Senate Committee Substitute offered on page 3746. Senator Duncan objected. The question being: Shall the Health, Education and Social Services Committee Substitute be adopted? HOUSE BILL NO. 529 was before the Senate in second reading. Senator Halford moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage.
